RERA agent registration in 2026: fees, documents, training and renewal, state by state

RERA agent registration: an example state RERA agent registration card for Maharashtra, with placeholder number RERA-AGT-000000, valid from 01/11/2026 to 31/10/2031, and the note: renew before the valid-till date

RERA agent registration is what every property broker, channel partner or dealer needs from a state's Real Estate Regulatory Authority before helping to sell a plot, flat or building in a RERA-registered project. It comes from section 9 of the Real Estate (Regulation and Development) Act, 2016. The Act sets the duty; each state's rules set the fee, the validity and the renewal terms, and some states add training.

Below: who must register, your duties, the documents, the process, and a table for Maharashtra, Uttar Pradesh, Karnataka, Haryana, Delhi, Gujarat, Telangana and Tamil Nadu, each linked to its source.

Who must register as a RERA agent

The RERA Act, 2016 defines a real estate agent in section 2(zm) as anyone who negotiates or acts for one party in a property transfer for "remuneration or fees or any other charges", and says it "includes a person who introduces, through any medium, prospective buyers and sellers to each other" as well as "property dealers, brokers, middlemen by whatever name called". Channel partners and brokers fit.

Section 9(1) then says no real estate agent shall facilitate the sale or purchase of any plot, apartment or building in a project registered under section 3, "being sold by the promoter", without registration. Two practical points follow:

  • Primary sales need it. If you sell units in RERA-registered projects for a builder, register before the first deal. MahaRERA's guidance for agents puts it as prior registration "before dealing in any transactions relating to sale/purchase, advertising or brokerage" of property in a registered project.
  • One state at a time. Section 9(3)(a) grants a single registration for the entire state or union territory. A CP selling projects in Pune and Gurugram needs both MahaRERA and HRERA registration.

Section 9 is written around sales by a promoter in registered projects. If you only broker resale of completed homes, read your state's rules or ask the authority; this guide does not settle that question.

What registration commits you to

Registration gives you a number, and section 9(5) says you must quote it "in every sale facilitated". Section 10 adds these duties, and lets each state's rules prescribe more:

  • Do not facilitate sales in a project that is not registered with the authority.
  • Maintain and preserve books of account, records and documents as prescribed.
  • Avoid unfair trade practices, including false statements about the standard of services, claiming approvals or affiliations that do not exist, and advertising services you do not intend to offer.
  • Help the buyer get all the information and documents they are entitled to at the time of booking.

The authority can revoke your registration, or suspend it for a period, if you breach its conditions or obtained it by misrepresentation or fraud, after giving you a chance to be heard (section 9(7)). Working without registration, or breaching section 9 or 10, attracts a penalty under section 62 of ₹10,000 for every day the default continues, which can add up to 5% of the cost of the plot, apartment or building whose sale was facilitated.

If the authority neither points out a deficiency nor rejects your application in time, section 9(4) treats you as registered. The Maharashtra, Haryana, Karnataka, Telangana and Delhi rules set that time at 30 days.

Documents for RERA agent registration

The state lists overlap heavily. Keep these ready, self-attested where the portal asks:

  • Details of your enterprise: name, registered address and type (individual, proprietorship, partnership, LLP, company).
  • Registration documents for firms: partnership deed, LLP or company incorporation papers, memorandum and articles.
  • Photographs of the individual agent, or of the partners or directors.
  • PAN of the agent or firm.
  • Proof of address of the place of business.
  • Income tax returns for the three preceding financial years, or a declaration if you were exempt (the Maharashtra and Uttar Pradesh rules ask for these).

Maharashtra also asks for the projects and promoters you acted for in the last five years, pending civil or criminal cases, and copies of your letterheads, rubber stamp and receipts. MahaRERA's Circular No. 35/2021 lists the address proofs it accepts (electricity or telephone bill, agreement, lease deed, tenancy or leave and licence agreement) and a format for declaring criminal proceedings. Where a state requires training, add the certificate.

RERA agent registration fees, validity and renewal by state

Each figure comes from the state's rules, the authority's own documents or a named summary of an authority order, linked in the sources below. "Firm" means any applicant other than an individual, though Maharashtra and Haryana charge a sole proprietorship the individual fee. Where we could not confirm a figure (checked 16/10/2026 and 22/10/2026), the cell says "check portal".

MahaRERA agent registration: fees and the certificate of competency

RERA agent registration fees in Maharashtra are set by rule 11(3) of the Maharashtra Rules, 2017: ₹10,000 for an individual and ₹1,00,000 for any other applicant. MahaRERA Order No. 44/2023 of 20/02/2023 moved a proprietary concern into the individual row, so a sole proprietor pays ₹10,000 (as summarised in the March 2023 law update of ICAI's Western India Regional Council, WIRC). Registration is valid for five years (rule 12(4)). Renewal must be applied for at least 60 days before expiry, with the same fee as a new registration (rule 13(1)).

The extra condition is training. MahaRERA's 2023 guidelines set out the roadmap in Order No. 41 of 2023, dated 10/01/2023: a valid MahaRERA real estate agent certificate is mandatory for new registration and renewal from 01/05/2023. Agents already registered first had to obtain it before 01/09/2023; MahaRERA's final extension, a notification of 13/12/2023, moved that to before 01/01/2024. As summarised by TeamLease RegTech, it covers every individual agent, the authorised signatory of a firm, and every employee of an agent firm who deals with homebuyers or allottees. Training runs at least 20 hours, and the certificate number is needed for registration, renewal or continuation. The 2023 guidelines capped the training fee at ₹5,000 and the exam fee at ₹1,500, both excluding GST; check current figures before you enrol.

Registered agents in Maharashtra also file a half-yearly progress report in Form 6 under Order No. 43/2023 of 13/02/2023: April to September by 20 October, and October to March by 20 April.

UP RERA agent registration: training comes first

The UP Rules, 2016 set the registration fee at ₹25,000 for an individual and ₹2,50,000 for others (rule 9(2)). Renewal must be applied for at least three months before expiry, with ₹5,000 or ₹50,000, and a renewal is valid for five years (rule 11). On first-registration validity the rules disagree with themselves: rule 10(3) says ten years, while the Form H certificate in the same rules says five, and UP RERA's public agent list shows both ten-year and five-year validity dates. Read the date on your own certificate.

Training is now the first step. UP RERA's Order No. 105 of 05/01/2026 makes its training and certification a condition for a new registration and for any amendment to a registration certificate, and every agent already registered must be trained and certified by 31/12/2026. LiveLaw's report of the order (10/02/2026) says renewal applications need the certificate too, so get it before your renewal falls due.

The course is a four-day, non-residential programme with an exam on the fourth day, at ₹6,000 per trainee. For firms, half the partners or directors, or two of them if that is fewer, and initially a quarter of the sales staff, must be certified first, and the firm must upload a notarised affidavit that the rest will train later. UP RERA's agent registration manual confirms the registration form opens only after your training certificate is uploaded to the portal.

Haryana, Karnataka, Telangana, Tamil Nadu, Gujarat and Delhi: what to double-check

  • Haryana. The 2024 amendment to the Haryana Rules, 2017 replaced Schedule II from 16/05/2024: ₹50,000 for an individual or a sole proprietorship firm, ₹2,50,000 for others, and renewal at ₹10,000 and ₹50,000. That reverses the 2019 amendment, which had put sole proprietorships in the ₹2,50,000 row. HRERA Gurugram's agent registration note shows the same figures, plus ₹2,500 for a change in details. Registration and renewal are each valid for five years, and renewal is applied for within three months before expiry.
  • Karnataka. K-RERA's rules FAQ gives ₹25,000 for an individual and ₹2,00,000 for others, and rule 11 of the Karnataka Rules, 2017 (Kannada text on K-RERA's site) sets renewal at ₹5,000 or ₹25,000, applied for at least three months before expiry. Its public agent list shows five-year terms, for example approved on 19/08/2017 and expiring on 19/08/2022.
  • Telangana. The table follows the Telangana Rules, 2017. A TG RERA circular of 20/01/2025 (No. C/123/2025/TGRERA) asks every agent applying for registration to file an affidavit-cum-declaration on their duties under sections 9 and 10.
  • Tamil Nadu. TNRERA's agent registration certificate (Form H in the Tamil Nadu Rules, 2017) runs for five years. We could not confirm the current agent fee, renewal deadline or late-renewal charge from a document we could open, so the table says "check portal": take them from the TNRERA portal before you pay.
  • Gujarat. We could not confirm the fee from a primary GujRERA document. GujRERA's agent SOP says an agent is registered for five years and must file a half-yearly agent return, ten over the term, with a filing fee and a penalty for default.
  • Delhi. The RERA Delhi portal did not load on 16/10/2026, so the Delhi row follows rules 8 to 10 of the Delhi Rules, 2016 (G.S.R. 1085(E)), in the copy that portal published (archived 03/07/2025). RERA Delhi's agent checklist adds: no registration at a residential address, and no term longer than your office lease. Its Real Estate Agent Guidelines, 2023 (No. RERA/DELHI/Guidelines/3/2023 of 01/06/2023), as summarised by TeamLease RegTech, let you re-validate a lease-limited registration up to five years from the date of registration: apply with proof of the lease extension a month before expiry. Miss the cut-off 15 days before expiry and you file a fresh application in Form G.

The RERA registration process, step by step

The RERA registration process for agents follows a similar path across portals, though HRERA Gurugram and RERA Delhi want printed copies after the online application. MahaRERA's published steps make a good template:

  1. Decide where you need to register. One registration per state or union territory where you facilitate sales.
  2. Finish any mandatory training first. In Maharashtra you need the certificate of competency; in Uttar Pradesh, the UP RERA training certificate.
  3. Create an agent account on the state portal, choosing individual or the right type of firm.
  4. Fill in the application (Form G in Maharashtra, Uttar Pradesh and Telangana; Form REA-I in Haryana) and upload the documents.
  5. Pay the fee online. The payment generates an application number you can use to track scrutiny.
  6. Answer scrutiny comments quickly. MahaRERA advises applicants to track the application and "adhere to the scrutiny comments" to speed up approval.
  7. Download your certificate. Once approved, the authority issues a registration certificate with your number; in Maharashtra you download it from your agent account.

That is how you get a RERA certificate as an agent: once the authority approves you, the certificate is yours to download. Put the renewal date in your diary that day.

Why applications get stuck

We list only reasons an authority has put in writing:

  • Missing address and case details (Maharashtra). In Circular No. 35/2021, MahaRERA noted that agents often did not give the particulars required for the principal place of business and pending civil or criminal cases, and made both mandatory at registration and renewal.
  • A residential office address (Gurugram, Delhi). HRERA Gurugram's note says the business address should be commercial, not residential, and RERA Delhi's agent checklist says it will not register an agent at a residential address.
  • Training not done (Uttar Pradesh). The registration form stays closed until your training certificate is on the portal.
  • A late renewal. Each state's rules set a renewal deadline (see the table). Once a registration lapses, you are no longer registered for the purposes of section 9.

RERA license or real estate license: what people mean

Builders often ask for your "RERA licence", and people search for a "RERA license" or a "real estate license". The Act has no broker's licence. It has registration under section 9, with a number and a certificate, and that certificate is what the builder wants to see. GST registration depends on your business; our guide to GST on brokerage covers the tax on your commission.

After you register

  • Quote your registration number in every sale you facilitate (section 9(5)).
  • Keep books of account and records; in Maharashtra, separately for each project a promoter engages you for (rule 11(5)).
  • In Maharashtra, file Form 6 every half-year. MahaRERA's Order No. 43/2023 (full text on TaxGuru) also records that agents with an annual turnover of ₹20 lakh or more must appoint a Principal Officer and a Designated Director under the anti-money-laundering guidelines for real estate agents.
  • Apply for renewal early, against the deadline in your state's rules (see the table).

For builders: checking a channel partner's registration

Section 4(2)(j) asks promoters to list "the names and addresses of his real estate agents, if any" when registering a project. MahaRERA's Order No. 43/2023 records that only registered agents named this way are entitled to facilitate that project's sales, and since 01/01/2024 MahaRERA has required the promoter to name only agents who hold the certificate of competency. That makes a builder's CP list a compliance record.

Check each partner's number on the state portal at empanelment, note the expiry date, and check again before paying commission and deducting TDS on commission. If you manage partners in Saudaflow (Professional Team and Custom plans), its pricing page describes a partner record that holds onboarding, KYC, RERA registration, tier and territory, and says a lapsed RERA registration blocks that partner's payout. Its channel partner workflow keeps each introduction's registration evidence and commission state together, and the Saudaflow glossary defines RERA, MahaRERA and related terms in plain language.

Frequently asked questions

Who needs RERA agent registration?

Anyone who, for a fee or commission, helps sell or buy plots, flats or buildings in a RERA-registered project being sold by the promoter, including brokers, channel partners and property dealers. Section 2(zm) of the RERA Act defines the agent and section 9 requires registration first.

What is the RERA agent registration fee in Maharashtra?

Rule 11(3) of the Maharashtra Rules, 2017 sets ₹10,000 for an individual and ₹1,00,000 for others, and MahaRERA Order No. 44/2023 puts a sole proprietorship in the ₹10,000 individual row. Renewal costs the same as a new registration, and you also need MahaRERA's certificate of competency.

How long is RERA agent registration valid?

Five years in Maharashtra, Haryana, Karnataka, Gujarat, Telangana, Tamil Nadu and Delhi (in Delhi, no longer than your office lease), going by their rules or authority documents. Uttar Pradesh's rules say ten years in one place and five in another, so read the date on your certificate.

Is one RERA agent registration valid in every state?

No. Section 9(3)(a) grants a single registration for the entire state or union territory of the authority that issues it, so register in each state where you facilitate sales.

What is the penalty for working without RERA agent registration?

Section 62 sets a penalty of ₹10,000 for every day the default continues, which can add up to 5% of the cost of the plot, apartment or building whose sale was facilitated.

Do I need training before registering as a RERA agent?

In Maharashtra, yes: MahaRERA requires a certificate of competency for registration and renewal. In Uttar Pradesh, yes: UP RERA's order of 05/01/2026 requires its training certificate before you apply for registration or an amendment, every agent already registered must hold it by 31/12/2026, and LiveLaw's report of the order says renewals need it too.
